Looks like your external email setup bypasses Exchange and goes direct to
your individual users.
If you want to persist with that option, you should be able to adjust
Outlook settings to send recieve almost automatically - Tools > Options >
Mail Settings - Send/Receive.
To use exchange fully, run the ICW, on the server, and select the POP email
option for exchange, in there you load the settings for each email account,
linking the POP account to the user's mailbox - thus you must have set up
your SBS users before running the ICW.
Then once the ICW is setup, using the workstations Outlook Properties, check
that the email account is pointed at the Exchange Server for the user. This
should then open a "mailbox - user" folder tree for the user in their
workstation's Outlook (they may already have that tree in part if you have
previously been partly using exchange). Their old bypassed mail which is
probably in a separate folder coan be copied into the mailbox folder tree,
the old folder closed (right click on it), and finally check the Outlook
properties again to delete the old "direct" email account.
