I have a Windows 98 workstation that cannot get internet
access unless the SBS2K server is already dialled
up (ISDN). If the dial up connection is disconnected then
the browser reports server cannot be found. As soon as the
dial up is activated then the PC connects to the
internet.
Other PC's work fine.

Any ideas?

How about the other clients? W98 on them as well?
Is the firewall client installed on the W98? Do the proxysettings in IE
point to your server and port 8080? Does the winipcfg show that everything
is pointing to the server-IP?
