Hmmm... This may be one of those times when its easier to just use one of
the 2 free Microsoft support calls that you got with SBS 2000 (assuming it
was a USA build).

Another place to check may be any spam (or even antivirus) filtering
software folders.
Is the Microsoft Exchange System Attendant service started?
Did you reapply all service packs (SBS 2000 SP1, Exchange, etc.) after you
restored the AD?
For that matter, what procedure did you use to restore AD (and was it a
recent System State backup).
