I have recently had to re-install SBS2K.

I know want to import my public folders from the previous setup - the files
are still available.

I have tried to setup another public folder and point to the old files, but
this has been unsuccesful.

Assuming you have the files saved in .pst format - easy option is to open
Outlook, then open the .pst file within outlook. You can then copy into the
public folder. You may need to reset the permissions of user access once
the folders have been copied.

As Rob said --
step 1: import for PST file to a temp folder within your inbox
step 2: create a new matching public folder
step 3: copy actual records from the temp folder to the new public folder
