Do I need to set up static IP addresses to use ICS or
Exchange? Using ISA now and DHCP. Can get internet
connection but no email services to any of the client
machines. Server can send and receive emails.

If you mean static IP addresses onthe workstations, then no. In fact,
running the SHCP service on SBS is the preferred way since all the DNS ,
Gateway, etc. information is passed to your workstations when they boot up
in the domain.

For more info on network setup procedures (including DHCP, take a look at:
(Select the setup that matches your hardware configuration):

Don't play with ICS. SBS has the Internet Connection Wizard (ICW) to set up
all your Exchnage, Internet access, and other parameters.
