The Windows Firewall/Internet Connection Sharing (ICS) fails to start
Automatically. When an attempt is made to start the service the error
message is "Could not start Windows Firewall/Internet Connection Sharing
(ICS) service on Local Computer. Error 170: request resource is in use."

The System Event log shows the follow entry:

Event Type: Error
Event Source: ipnathlp
Event Category: None
Event ID: 32009
Date: 5/1/2006
Time: 3:35:39 PM
User: N/A
Description:
The Windows Firewall/Internet Connection Sharing (ICS) service could not
start because another program or service is running that might use the
network address translation component (Ipnat.sys). This can occur when
Routing and Remote Access is enabled. If this is the case, you must disable
Routing and Remote Access before the Windows Firewall/Internet Connection
Sharing (ICS) service can start.

Windows Firewall/ICS should have been disabled by default during the SBS
2003 install. Did you complete the integrated Setup of SBS?

Alos, can you please post an ipconfig /all for the server?

The SBS 2003 group is microsoft.public.windows.server.sbs so you'll get a
better response there.

It seems like you may not have followed a standard setup since there should
be no ICS enabled on your server.

ISA stops the Windows Firewall on the server from starting with the error
you noted. As Merv says, that service should be disabled.
