I have been trying to figure out why I get these two error messages in Event
Viewer alternating for a while, then connect and get all the mail
downloaded, only to start doing it again a bit later. Eventually I get all
the mail, but of course with great delay due to this problem.
Does it look like a problem on my end or on yahoo's end?

Just in case you don't know... go to www.eventid.net to know what the
message exactly means. You can see it here:

OK... from my experience this is probably at Yahoo's end. They suck...
that's the bottomline. Sometimes you can be 10min... 1hr... or even a couple
of hours without been able to retrieve from their POP3 servers. To be honest
sometimes it works flawlessly... but then one day starts to get stuck and
it's like this for days and then everything returns back to normal (to
repeat the cycle again soon)... and the thing is that you can see the mail
in the webmail interface waiting to be picked.... it is so sad.

Change ISP or better yet use SMTP.
