I am unsuccessfully trying to set up e-mail size limits in Exchange. My
current settings are:

Global Settings>Message Delivery:
Sending Message size: 7000KB
Receiving Message size: 7000KB

Defualt virtual SMTP server
Limit message size to: 40000KB

User Exchange settings>Delivery Restrictions
Sending Message size: 15000KB
Receiving Message size: 15000KB

Yet I am unable to send or receive any messages over 7MB.


There is one thing which is a bit odd about my configuration which that I
have 2 SMTP virtual servers. One which is active and the other which is
called old and is not started. I have tried to delete this one but I do not
have the option to delete it.

Can anyone please help.

There are four places to set the message size. You have listed only three.
What about the "SMTP Connector Properties" (additional to the Virtual SMTP
Server)?

You can specify a miximum message size there also: Routing Groups ->
Connectors -> Small Business SMTP Connector

Thank you for your comments, however this does not apply as I do not have an
SMTP connector configured as I only have one Exchange server.

You should have. SBS as configured with the CEICW always has an SMTP
Connector.

The SMTP Connector is used to manage how the SMTP Virtual Server sends
mail out to the internet, with more flexibility in what it does than the
VS supports directly.
