I am implementing an Email solution that will allow
receiving emails on cell phones sync with Exchange. I am
using SBS 2000 and I am required to install just Exchange
Admin tools on a SEPARATE server along with the software
provided by the phone company.

Since Exchange came bundled up in the SBS 2000 discs, does
anybody have any idea how to go about extracting just
the "Exchange Admin Tools" of one of those discs(If it is
actually there?

It would simply be a matter of selecting just the components you need during
the install.
Exchange is on disc 3
run <cd drive>:\EXCHSRVR60\LAUNCH.EXE and follow the dialogs.
