Are all devices configured for DHCP? and if not are the "fixed" IP =
addresses set up as exclusions in DHCP?
If not, then DHCP is "handing out" your fixed addresses.
On the desktops from a command prompt type
IPCONFIG /all and review it
also instead of rebooting the server, try:
IPCONFIG /release
IPCONFIG /renew
from the offending desktop(s)

I have a small network consisting of a server running=20
SBS2000 and approximately 20 PC running either Windows XP=20
Pro or Windows 2000 Pro.
For the last few days when I have arrived at the office=20

the day with the PCs as well. It occurs only for a few=20
seconds and then stops.
I am not sure why this is happening and how I can stop it.
Can anybody help?
