I have an issue where we are getting a lot of users with their notebooks
wanting to have access to the Internet (port 80) and don't want to login in
to the network or change their proxy settings.

Is this possible?

The internet is currently connected to our server.

Sure its possible

set up separate connection to the internet.

One assumes based on your description that you are running two nics and ISA

Does the second nic connect directly to the internet (has a public IP) or go
to a router which connects to the internet?

If it connects to a router, then let the laptops connect to the router as
well.
