Do they have write access to the second folder? I wonder if they're
attempting to move a file from one directory to the other, but the move is
failing for some reason - they think the file was moved, but it really
wasn't. In that case, the security settings come to mind first. A couple
of other possibilities would be that they're forgetting to move the files,
or that there's a comedian moving them back.
This is one of those things where you wonder if the user is accurately
describing what's going on. It seems unlikely that they are moving the file
correctly, only to have it move itself back. Tell the users that in order
to diagnose this properly, you need to see it happen. That should help you
figure out what's going on.
