I have the settings on my modem to disconnect after 1 min of inactivity.

This however is never schived, as there always seems to be small packets of
data that seem to be sent back and forth within 1 min. The traffic is very
small and does not upset the network at all - the only problem being that a
disconnect never occurs. This has been happeing since ugrading to SBS2K
SP1a.

Pull the plug out of the modem, and check the logs to see what is wanting to
dial out. If clients have MSN-messenger or spyware on their computers, that
will dial out. If DNS on the clients (and server) is not pointing to your
server-IP, that might cause to dial out as well.
