I'm having the same problem. I've changed the lease length from 8 days to 1
and released ip's but it's still reporting full. What I see is that only 33
devices are displayed but the stats say there are 244 in use. I also see
that 10 of those are assigned to the server with unique ID "RAS", not sure
if that's normal.
Is there a way to purge them?

The 10 RAS addresses are given to remote (VPN) clients as needed.

I had this same DHCP "out of IP addresses" problem on an SBS 2000 I
inherited a while back, but I never did find a permanent solution before I
upgraded to SBS 2003 (for other reasons). However, I was able to keep the
hounds at bay by using the Reconcile feature of DHCP:

Reconcile the DHCP database
http://www.microsoft.com/windows2000/en/advanced/help/default.asp?url=/windows2000/en/advanced/help/sag_DHCP_pro_ReconcileDatabase.htm

This recovered the "lost" IP addresses. I ran the Reconcile feature every
month until I was able to upgrade to SBS 2003.

Cool, I went through the steps and didn't seen any difference but then
refreshed and it displayed all the ips. I was sure I tried the same thing
before. ;)
I could have waited for the leases to expire I guess but I just deleted
them.

There back !!

Same problem here.
Set the leases to 1 day.
reconciled the address
deleted all the unwanted ip assignments.
Honky dory for 24 hours then they came back !!!

The addresses are not asigned to a PC on our network.

example
172.31.255.69 PCNAME.DOMAINNAME
172.31.255.70 PCNAME2.DOMAINNAME
172.31.255.71 PCNAME3.DOMAINNAME
172.31.255.72 172.31.255.72
172.31.255.73 172.31.255.73
172.31.255.74 172.31.255.74
.
.
.
.

??
