An Outlook rule to forward a message to another user would be a "server
rule," so it would work whether the first user was logged in or not. Once
the rule is created, Exchange will forward the messages automatically upon
receipt. I'm not sure what you're referring to when you say the
"destination user often changes," but if User 1 wants to automatically
forward messages to a variety of different recipients, rules are the only
way to do that without involving and admin every time something changes.
