Is there an average rate for services when dealing with small businesses? Do
they want per job rates or a per hour rates? Both seem to have their pluses
and minus. Because the small business has a limited budget, how do they
handle unforseen problems that increase time and materials.

As Cris suggested, I would contact Microsoft Certified Partners in your area
for there current rates. You can go to www.microsoft.com to search for
Partners in your area.

BTW: Most Partners, such as myself, charge by the hour with a minimum
billing rate. Some Partners will also offer a Block of hours you can use
over a period of time which in most cases is less expensive than the
standard hourly rate.
