Does anyone know of a tool or method to Change a SBS 2000 Domain Name?

You can't change the AD-domainname without a reinstall. If you want to
change the emaildomainname, just rerun the ICW-wizard.

If you are meaning the internal domain name of the install, you would need
to remove Active Directory or even consider a new install of SBS 2000.

If you are meaning the public domain, as represented on the Internet, you
would need to modify the SMTP address in the Exchange recipient policy, and
have the ISP change the domain name, and the DNS A and MX records. The
recipient policy can be modified by running the Internet Connection Wizard
and prompting to configure SMTP for Exchange.
