IIRC, Manage Server should only be for Windows 2000.

SBS 2000 has:
Small Business Server Administrator Console
Small Business Server Personal Console.

And licenses (CALs) are added via a special "setup" floppy disk obtained
from a vendor or directly from MS.

Adding Client Licenses
You can add client licenses to your Small Business Server installation by
purchasing Client Add Packs in increments of 5 users or 20 users. Client Add
Packs can raise the total number of client access licenses to a maximum of
50 users. If you need more than 50 user licenses, you must upgrade to
BackOffice Server 2000.

To add user licenses

Insert the Small Business Server Client Add Pack disk into the floppy disk
drive of the Small Business Server computer.
Start the Client Add Pack Setup : Click Start, click Run, type a:\SETUP.EXE,
and then click OK.
Cannot Start the Application
You can manually start the application by following these instructions:
Click Start, click Run, type a:\SETUP.EXE, and then click OK.
Follow the on-screen instructions to type your Client Add Pack password and
add the new user licenses.

Has someone removed the shortcut to the Administrator console?

If so, try starting it manually...
Try Start | Run | (type in) ITProSBSConsole.msc | ENTER

You might also try reinstalling the console...

Do not have original SBS 2000 media so cannot add administrative console?
Cannot run setup on diskette I receive an error this is not a small business
server or something like that I have tried everything but trying to create
the ITProSBSConsole.msc to install licenses? I cannot run regedit it has been
disabled and when I try to reset security settings in group policy I also
receive errors. I will try to create the ITProSBSConsole.msc.

It sounds like the person who set up the server did not use the intergrated
wizards and/or did not complete the setup of SBS 2000 (installing and
integrating the various components). The server is now running in an
unsupported mode.

If not now, at some point, you're going to need the SBS media. Assuming you
have some kind of paperwork that indicates proof of purchase, I'd suggest
calling MS and ordering the media (probably about $30 US). If the original
media was OEM, contact the OEM vendor.

As for the CAL error (computer is not running Microsoft Small Business
Server), there is a registry hack. But then, if you can't get into the
registry, you may be out of luck. Again, if the server wasn't installed
properly, this is probably why you're getting the CAL error in the first
place.

I assume you're not accessing the server with the full domain Administrator
username/password since you say you are locked out of some Windows features
(like the registry).

SBS 2000 came with 2 free support calls (at least for US products). You may
want to call MS (800-936-4900) and see if they can help.
