I have added a new XP client to SBS 2000, can logon and access the server
but when I attempt to use IE I get "The page cannot be displayed" Is there a
license other then a CAL that controls the number of IE sessions? My first
though was a license problem with the firewall but I increased the number of
users but it had no effect. Any suggestions or references to resolve greatly
appreciated. Thanks in advance for your help.

This doesn't sound like a licensing thing. I'd make sure the firewall
client is installed and enabled, and double-check the proxy settings in IE
Tools -> Internet Options -> Connections -> LAN Settings. Also, check the
workstation's ipconfig /all to make sure it's pointing to the SBS internal
NIC IP for DNS and Default Gateway.

Open up internet explorer's options and check the proxy settings. Chances
are they may be the source of the problem, you could try clearing them... or
make sure they are the same as the other computers. Also, turn on XP's
firewall.. it will block dns, etc.. To see if the problem is network
related, click start>run, type cmd, type ping google.com. If you get a
response, your network setup and dns is probably ok.
