How do I - block an entire IP from sending mail to my SBS2000 Exchange
organization?

I guess you mean entire IP range? You van use ISA server to create a block
rule.

Thank you sir, however ISA not in use here. Is there a way from within
Exchange to block all emails from this certain IP?

You find connection and relay control in exchange system
manager/servers/protocol/smtp/default virtual server right click tab access.
