Please consider using a public Contacts folder for this instead of adding
the contacts to the GAL. Aside from the fact that it's generally easier for
everyone, there's also the fact that an administrator (presumably you) has
to make every entry if you go the AD contacts route. With a Public Folder,
you can allow different access levels to any individual or group you choose,
or just allow everyone full access.
Just create a public folder in Outlook, making sure to designate it as a
contacts folder. Set the appropriate permissions. Then, just have everyone
r-click the public folder in Outlook, click properties -> Outlook Address
Book, and check the box to show the folder as an e-mail address book.
Restart Outlook, and they'll be able to access the public folder just as
they do the GAL.
