Hmmm... a couple of thoughts (no real experience with this error though).
"The Message Alias Could Not Be Found on the Network" Error Message When

And what OS is the remote computer? If Win9x, I believe you need to install
WinPopUp or RealPopUp on the remote computer.
And is the static pool of IP addresses in the same subnet as the SBS server?
And maybe MS KB 292822 applies here (not sure about this though)
