We have a sbs2000 network that is slow when web browsing.
Email is fine. Can I install ISA SP1 instead of having to
install SBS2000 1a instead ?

You can apply ISA SP1 separately. Hoewever, I suggest you get the SBS SP1a
disk... since it has stuff that's not included in any of the individual
service packs (apart that is more convinient to install everything on one
step).

In any case, you should be up-to-date in patches (Win2k SP4, Exc SP3, ISA
SP1... and so on).

Careful if you patch SQL to SP3a as you will need to update XP clients to
SP1a!!!
