As there is some confusion on this from people who used STS (where only one
step was needed), here's a bit more detail on this.
1. Create a new user by going to the server. The user is created as Fred.
2. Assign the user <servername<\Fred to your WSS site
3. Now when the user accesses the web site he/she will usually be able to
access the site as Fred (as the servername is often assumed) but will
certainly be able to access the site as <servername>\Fred (needed if a
domain is assumed in the environment in which case the "domain" field needs
to be replaced by <servername>)
