Some folks are telling potential clients WSS is no longer free to
deploy. Not withstanding SQL connection licenses is the app still
freely distributed?

Yes.

(Usual additions though - cost of server; cost of SQL Server if you use
it; and an Internet Connection license at ca 2K *for the server*) if not
used just for the Intranet.

But WSS itself is free.

WSS is not exactly free. You still require a valid license of Windows Server,
a Windows Server CAL for each client and the proper SQL licensing if you use
a full licensed version of SQL on the back end.

For MOSS you need the server license, the CAL and the premium CAL if you
want to use the premium features above and beyond WSS.
