How can I get links in a "Links" web component to default to opening
in a new window? I don't want links on a site that go to an outside
site opening in the same window. In STS 1.0 that was VERY simple to
do. I don't find any easy way to do it in 2.0 (WSS) on IIS 6.

There's a WSS FAQ item specifically for this.

Search the WSS FAQ sitre with "links".
