If I have 2 Team Sites, each with a Shared Documents web part, can a
document in TeamSite1 contain hyperlinks to a document in TeamSite2 so
those members of TeamSite1 can view but not modify the doc on
TeamSite2?


Both sites would reside withing the "Sites" section of Windows
Sharepoint Services.

Well apart from the fact that there is no "Sites" section of Windows
SharePoint Services (that's in SharePoint Portal server 2003), you can do
this in two ways.

a) You can add a field of type Hyperlink/Image to the document library and
then specify Hyperlink and when filling out the details of the document when
you add it also include a URL to the other document in this new field. This
does exactly what you want.

or

b) (On a document library level) you can in Site1 create with FrontPage 2003
a Data View Access Web Part which lists the documents in the Site 2 document
library. (this isn't document to document though).

Thanks Engelbert, this is very helpfull. Re: "sites", I got my WSS and
SPS confused. We only use WSS in our company but have purchased SPS -
just not sure what the major benefits are since we do not have a full
time web master to administer SPS.
