form library: how do I view all versions?

How do I create a view in a form library that will show all versions of all
the documents?

(I know that you can see the version history of an individual document, but
that won't do what I need.)

You can't create such a view. Views list only the latest version.
(Irrespective of what kind of list it is)

I believe an issues list allows you to create a report of all versions.

Either way, I still need to find some sort of solution.
