We have an issue list set up in WSS 2 (SP2) to track IT issues. After
the user posts an issue the admins get a notification of the new
posting. Then when it is assigned the assignee gets an email. When
the issue is completed the person posting the request doesn't get a
notification.

How does the requestor know that the issue has been resolved?

As I know there's no any common way to do this. But you can do it by some
code.
Here's a good Presentation (http://216.55.183.63/pdc2005/slides/OFF310_Morton.ppt)
on how to add handlers and working with alerts.
