If you want the page to replace out of all sites created or have beencreated
from the standard SharePoint site definition (STS folder in your templates
directory) assuming that you have already started creating site(s) from it
(which modifying the default site definition files is unsupported by
Microsoft), then you could simply replace the default.aspx in STS and your
changes will appear. You could optionally create a new site definition by
making a copy of the STS folder and making some webtemps (in the XML folder)
changes in order to make SharePoint aware of your modifications.
If you want it to appear on just one page, just use frontpage.
