My scenario.

Using WSS 3.0, I adjusted the toolbar type and border of list web
parts on the homepage. I also defined some custom views as the
default views for list web parts on the homepage. I saved the site as
an .stp. I created a new site based off of my .stp. The homepage of
my newly created site reverts back to the the full toolbar for my web
parts and it doesn't display my default views for the web parts that I
specified in originally configured site.

I know that in WSS 2.0, I never had any issues configuring and keeping
the configuations when creating sites based off of a backed up .stp
files. Does this not work in 3.0?

I also tried to define a toolbar type and view for the list web parts
on the homepage using my custom List Features but could not find a way
to do this using Features, onet, or default.aspx either.

Any suggestions?

This is unfortunately known behaviour for .stps in WSS 3.0. Certainly losing
the Views you have specified has already been reported a couple of times
here.
