Even if I disable Quick Launch or remove unwanted items, View All Site
Content lingers in the site navigation. Is there a way to get rid of it?

One quick way would be to make a change in the stylesheet that applies to
that site. You will need to find the class name of the "View All Site
Content" link. Once you have found that, change the Display attribute of it
to none as follows--> display:none

In MOSS 2007, user can naviagate to that page even then through
_layouts/viewlst.aspx
