I have been burned before by a Application Pool being turned off.
Make sure the App Pool for the site is started.
Open your MMC and go to the Internet Information Services entry expand
Application Pools and right click on the app pools to be sure they are
started ( the icon is different if stopped, but it is hard to see the
difference)

When you installed WSS it probably extended your default web site to use WSS.
You can unextend the site from the SharePoint administration page, which you
can locate in your Start menu in Admininstrative Items. Just remove Windows
SharePoint Services from that virtual server.

WSS uses the database and file system templates for most items rather than
the file system, so you don't deploy pages to the file system as you did with
"normal" web sites previously.

I wonder if this is not the defined management path problem (to remove paths
on the server from being processed by the WSS preprocessor).

If so consider amending that as follows -

1. Access Programs / Administrative Tools / SharePoint Central
Administration

2. Select 'Configure virtual server settings in the "Virtual Server
Configuration" section of the page.

3. Select a virtual server (default "Default Web Site").

4. Select "Define managed paths" in the "Virtual Server Management" section
of the page.

etc.
