I'm experiencing flaky activity from SharePoint when adding new users to a
portal.

1. If I add a user who is external to my company (i.e.,
bill@microsoft.com), SharePoint throws the error: "The user or users have
been added successfully, but there was an error in sending the e-mail
message. The server may not be set up correctly to send e-mail."

2. If I add a user who is internal to my company, and fully specify an
email address (i.e., bill@mycompany.com), the user is notified via email.

3. If I add a user who is internal to my company, and SharePoint has picked
up their exchage ID (i.e., Jones, Bill), I do not have the same error as in
#1, above, but shortly thereafter, my email server sends me a message that
it attempted to deliver the message to Jones and Bill, but could not resolve
their addresses.

Has anyone encountered this before?

usually means what it says.

So based on what you have mentioned

a) can't resolve internal e-mail address
b) can't send to external e-mail addresses
c) can send to internal e-mail addresses if fully specified name given

you should with your Exchange people to be able to work out what the problem
is.

I wouldn't myself think this is "flaky activity from SharePoint" - i.e. the
flakiness isn't in WSS it's in how WSS is specified to use SMTP/Exchange and
how your Exchange system needs it to be set up.

Well, here's the rub: It acts as I specified below when it is trying to
notify new users that they've been invited to view a portal, but it works
fine when alerts are being sent out.

Is it sharepoint's job to resolve the Windows account name into an email
address or would that be the responsibility of Exchange? I'd think that
this would be up to Sharepoint, since when working with Outlook and
Exchange, Outlook is responsible for resolving the names.

Are there any mail settings in SharePoint other than the SMTP server, from
email address, reply-to email address, and character set?
