I have a Sharepoint Team Services site I need to upgrade to WSS. The
Sharepoint Team site is using a MS SQL database server on backend. I know
that I need to use smigrate to backup the STS site and import it to the new
WSS site. Do I point the new WSS server at the existing STS database or do I
create a new database for the WSS site? If I create a new database, do I need
to copy the data from the STS database or is that what smigrate is doing for
me?

smigrate will automatically create the new database for you.
