smigrate doesn't back up authentication and similar things but if all you
want is a copy of the site for you to be able to use it does indeed copy the
entire site.
My own "best backup strategy" (for a single server WSS solution) as I have
access to dedicated backup personnel is
1. Backup of SQL Server to a different hard drive on the same server
2. Full disk backup of all disks on the server thus including the backup of
SQL Server just previously created.
3. smigrate
The only purpose of smigrate (in addition to 1. and 2.) is to quickly be
able to re-create a document (or list item) if a user is stupid enough to
delete it my mistake.
