WSS 3.0

I setup WSS 3.0 in a VM.

When I log into the Host computer and Sharepoint as the domain admin (the
account that did the Sharepoint install) the Site Actions button is avalable
and works fine. While logged into the computer as Domain Admin if I log into
Sharepoint as a new account the Site Action button still works fine. But when
I log into the computer and Sharepoint using the new account, the Site Aciton
button appears but does not respond when I hover or select it. (The new
account is a member of the local Admins group on the Host computer. )Any idea
wat the problem is?

Try to add the account to the site collections owners group.
