If you use the same announcements web part in all sites so can post the
announcement in one site and it would appear wherever else that web part is
being used.
It might of course be that you need to use FP 2003 Data View to grab the
info contained in that web part from the Announcements List itself (if on
same server) or from the WSS database (if on different server) and both
these cases would be read-only displays of the data, but something along
those lines should work (provided refresh or new access is made to those
other pages to update the info).
