A user has 3 top-level sites that they'd like to consolidate into one site.
Are there any utilities to copy the different web parts and migrate them to
the new site? The only idea I have is to create templates and include the
content of the ones that I can (unfortunately, you can't include the content
in an Issues list). Other ideas?

If the sites are small enough you can use smigrate to back the subsites up
and restore them to the master site collection. Basically a cut and paste
type operation.

These are all top-level sites, so would it still work? If so, how? I'm not
sure I get how I'd use the smigrate tool to merge them into 1 site. Thanks,

Well, before we go any further we need to agree on some terms. :)

Site Collection: A collection of sites.
Top Level Site: The first site in a site collection. It is in the root of
the Site Collection and its URL is the same as the location of the Site
Collection.

You can back a top level site up and restore it as a subsite, if you do it
with smigrate. A top level site is just a regular site, but at the root of
the site collection. Keeping that in mind, you should be able to collapse
three site collections into one.

I hope it will help to add that (imo) one good way to do this would be to
have a top-level site which is anonymous access and whose main (and perhaps
only) role is to serve as an entry point to the three sub-sites (all of
which earlier were top-level sites). These would be defined as not
inheriting the rights of the parent (and would each be generated by smigrate
after creating the sub-site but not specifying the Site Template to be
used).

Of course if all three have the same people with the same access rights that
top-level site could be non-anonymous with those access rights (and then
they *would* inherit ..); OR you could have a site below the anonymous
top-level site (and one level above the three) that is non-anonymous with
those access rights (this would be used if you wanted to add other sub-sites
with different access rights and wanted a "public" access site to them all
perhaps to get people interested).
