My users are not seeing anything but a choice for Help when clicking the
down arrow on the right side of the WP title bar.
In WP Advanced, I have set Allow Minimize.

Any ideas on how to let my users Minimize and/or Restore Web Parts?

Brad, Not sure exactly what your asking,
Under Site Admin->Anonymous Access, it's set to Entire Web Site,
Authenticated Users set to Yes and Reader.

Brad,
Also have under Manage Users, Domain Groups, 'NT AUTHORITY\authenticated
users' set to Reader and 'Domainname\Domain Users' set to guest.
Is this my problem, should I reset 'Domainname\domain Users' to 'Guest,
Reader', do I even need that group at all since I have 'NT
AUTHORITY\authenticated users'.

My guess would be that Anonymous access users can't do this to web parts.

I'm guessing that this is the problem. I will say that you don't need both
Authenticated users and Domain users, one is enough. I would try giving them
Reader, see if they can do it, then Contributor if Reader doesn't work, and
if it still doesn't work, I would guess it's because Anonymous
Authentication is turned on, but I haven't dealt with that, so I'm not aware
of the issues surrounding having this setting enabled.

I have the same situation where I want to provide my users with ability to
minize some webparts if they dont want to have the expanded on a page. I
defined the allow minimize capability but users with contributer rights cant
minimize the page. The only way to minize one with users above contributers
is to edit page then either minimize it or restore it which affects all the
users.
