Need to make items restricted to certain users, can this be done? The
client wants to maintain a single Knowledge Base but make certain list
items as restricted to certain users, e.g. HR item may be restricted to
the HR Manager, certain IT items like configuration, etc. would be
restricted to IT staff.

Item level permissions is not available in the current version of WSS.
The closest lists come to this is allowing users to only modify their
own items within the list.
You will need to have separate lists if you wish to deny users access to
some items and grant them access to other.

Or need to have different sub-sites (or sites) containing those lists as the
only kinds of lists that allow access restrictions are Document Libraries
(and the other two Libraries)

[I got the impression his list wasn't a Library type list.]

rights for any kind of List.
