Hi craigward,
I've performed some tests regarding on the test data you provided. I've
tried creating a new List in sharepoint site from an excel spreedsheet with
the following two means:
1. Use "import from spreadsheet" when creating a new item in sharepoint site
2. In Excel 2007, export a Excel Table into sharepoint site
In both ways, seems all the data/columns can be imported into the list,
however, the column type is set to "single line of text". And If I tried
changing the column type, there is no "People or Group" available.
I've also found the following reference declared that when importing excel
data into sharepoint list, there are only limited column types:

Therefore, I think the importing behavior here is an bydesign limit of data

When I import the file the only columns to receive data will be
Employee Full Name
AD Group
Email Addresses
Sometimes the username gets populated but only for some users.
All the "Person or Group" fields can have multiple selections and can be
left blank
There is about 80 lines of data yet only around 50 gets imported.
for the person or group fields I have tried
jbloggs
Joe Bloggs
domain\jbloggs
and nothing gets imported either by using the bulk editor, exporting to
Access and hoping it will sync or exporting to Excel and hoping to sync.
Importing as a new list does not work either.
Sorry I can't send the data accoss but by the time I was to edit out the
sensitive information it would be worthless anyway.
