Hi,

I used Frontpage 2003 to backup a sub-site from Server A and restore it to
Server B as a new top level site with a new content DB.

The backup and restore works perfectly except for the site membership. All
memberships are gone. Only the site owner is shown under the Manage Users
page.

Doesn't Frontpage 2003 also backup/restore the membership information?

Alex,
FrontPage does not retain membership or owner information.

Sharepoint Utility Suite has a tool WSSUserUtil that can map permissions
from the old site and apply unique permissions to the new site and add those
users to the same site groups in the new site.

STSADM does retain permission and ownership information but does not work on
subsites, only site collections.

No it doesn't. There is no way round this. If you use smigrate (which FP
does) to transfer you lose site membership.
