From what I can gather, if none of my users have Infopath, there's
basically no point in setting up a Form Library. Is this true? If its
not, does anyone have some examples of other ways to use a form library?

There is - if I remember right - at least one product that allows users to
use InfoPath forms even if they don't have InfoPath.

Otherwise I don't know of any reason to use a Forms Library (rather than a
normal Document Library) other than to store InfoPath forms.
