Error: Adding user to OU FAILED.

I am setting up a test of the "Server Farm" configuraion. When I try to add
a new site the operation ends telling me it "cannot complete this action",
and when I check the event log I see a message saying:

"#1e0046: Adding User "xxxxx6" to OU "SharePoint Users" in domain "YYYYYYY"
FAILED with HRESULT -2147467259.

I have set up the administrator account following directions in the
"Microsoft Windows SharePoint Hosting Configuration and Experience" white
paper so, in theory, the STSAdmin account should have rights to add users.

Any ideas?

It is actually the Content App Pool Account that needs the correct rights on
the OU to add the users. Does this account have the permissions?

I think it does, but I removed the account from the security setting for the
OU and then added them again using the wizard. It didn't seem to make any
difference.

It's got to be something minor that I'm just not seeing.
