Well this is the newsgroup for Windows SharePoint Services while SPS 2003 is
at microsoft.public.sharepoint.portalserver,
but assuming you are talking about the document library in the WSS part of
SPS 2003 then the answer should be the same for either product.
The usual problems people have with saving back to the site are that they
are not using "Edit in Microsoft Word" amending and then saving but instead
are clicking on the icon or file name before editing.
But you are presumably using the same method when you sign in as an Admin as
when you sign in as them and also presumably you are using the same machine
(and the same copy of Office - if it's a network copy [different version for
you] rather than local that might be a reason), so I'm baffled. There is no
reason I can think of why an Administrator saves back to the document
library and a web designer not if they are using the same method and same
machine to access the document.
