Is there a way (aside from downgrading users to 'contributor') to restrict a
user from editing a site in FrontPage?

Yes, you can add attributes to the Project tag in the ONET.XML file to
prevent FrontPage edits.

Thanks for your reply Heather. If I correctly understand the articles you
linked to, it appears that this is a per-site setting. Is there a way to
disable FrontPage editing on a per-user basis (but still allowing them to
make web-designer level changes). Any ideas? Custom code, etc? Thanks.

Doubtful... Heather's links show how to do it in the site def. files. You
can't specify users to the best of my knowledge.
