How does SP determine when to use the new icon on items? I cannot find
anywhere in the system where it tracks last logged in date. I know hoe to get
a list's last mod date but I have nothing to compare it to.

Any suggestions?

I presume it compares 'created' (date) with the present date.

It switches off at midnight on the same day. (If when new is visible is set
to 1)

There's an item in the WSS FAQ for how to set this time to zero (or another
number of days)

which is presumably why I removed the FAQ item (if I did).

(replace the 0 after -pv with another number to change the number of days
!New is present.)

Created date has nothing to do when the user last logged in. The "NEW"
indicator works on an individual user basis, If a user doesn't log in for a
week all docs posted in that week show the new icon. User 2 may log in
everyday and only see the new icon on items added since the day before.

Based on that behavior, I believe the timestamp of each user's last logon
must be stored somwhere. That is what I am trying to get access to. I
searched the FAQ and could not find the reference.

The wrong logic there is that the !New icon in WSS does not work on an
individual user basis, it is a site parameter. In fact one of the requests
for future versions is that it IS a user-based thing.

It also does not appear when an item is modified, only when a new item is
created. Hence my talking about the created field.

I don't know how you are seeing what you say you are seeing but there is a
simple test if you don't believe me. Create a new item so that you have the
!New icon. Open the item. Close it. Log off. Log on as the same person. The
!New icon will still be there provided you're not past midnight in the
meantime..
