I'm assuming you are referring to one of the new WSS v2 templates that
Microsoft published a while back (named Change Request Management). This
template, as well as all others, utilize the base Site Definitions already
present on the WSS web server to provide custom functionality that can be
easily modified as needed by the site Admins.
It seems like what you are asking for here is a workflow. Unfortunately,
WSS v2 does not provide a robust workflow that will fit your needs (WSS v3
will fulfill that need). If your need is immediate, I would suggest doing a
search for "SharePoint workflow" to find products that will fit your need
(there are plenty to choose from).
