When I click on "Modify Shared Page", the menu pulls up fine. However, none
of the options will work. When I select anything from the list, the page
will simply refresh.

I tried going the long way via site settings> customize home page. The "Add
web parts" window will pull up fine, but I get an "Error no page" message at
the bottom left hand of my browser window. When I view the error it is
giving me an "Access is denied" message. I have Administrator privileges.
What setting do I need to change to allow Shared Page modifications again?

My first guess is that you're browsing from a Windows Server 2003 machine
with Enhanced Security Configuration enabled for IE... Disable that, if
that's the case, or browse from a non-server machine. Does that help?
